The South Shore Commons Apartments is a housing development targeting residential stability for clients with mental health disabilities. Edgewater For Balance Living. owner, and Broadway Area Community Development Corporation, co-developer with SP Consultant, co-developer was selected to participate in the Corporation for Supportive Housing Institute (CSH) training aimed at developing this permanent supportive housing project. The South Shore Commons Apartments developed in 2013, consist of one- and two-bedroom units with several green energy efficiency amenities. Construction of the South Shore Commons Apartments has given the BACDC and Edgewater for Balance Living the experience as the developers of a permanent supportive housing in the city of Gary, Indiana and the first organization from Gary to attend the CSH Institute.

The development is modeled after the successful strategy of "Housing First" where individuals’ need for housing are met first and residents have access to supportive services. BACDC was again selected to attend the Supportive Housing Institute collaboration with the Indiana Housing
Community Development Agency to assist in the structuring and financing of this multi-family low-income housing project. Constructed in 2015 with Section 42 tax credits, city HOME funds and State CDBG-D funds. Construction of the NWI Veterans Village has given the BACDC experience as the Developer. and the first organization from Gary to attend the CHS Institute a second time.
